Long before Kotong operation was subject to public scrutiny because of traffic enforcers (mtpb) forcing motorists to pay money out of their crying pocket and even without any traffic violations.
Now with traffic enforcers authorized to issue traffic violation tickets or ordinance violation receipt to improve traffic flow and reduced traffic violators in congested metro manila areas.
Today, when you travel in Manila city and passed by Binondo, Quiapo, and Recto areas are flooded with MTPBs watching the road and the traffic flow. The traditional kotong operation was abolished and replaced by the "legal Kotong" known as 20% commission on Traffic Violation Fines for every issue tickets was endorsed by Mayor Erap and implemented by Isko Moreno and Carter Logica.
Major Flaw:
The pocket of motorists are suffering from insane MTPBs who are extorting money from the drivers by issuing tickets and imposing traffic violations in which driver is forced to surrender his/her driver license without any fault on the driver.
The drivers/motorist don't see any point at all. Do you think that doing this is good to a Filipino community? Everyone of us is working everyday to earn money in order to survive and live accordingly then here comes MTPB eating your hard earned money due to imposed traffic violations and also the spiking 12% VAT which really makes every purchase very expensive while buying your food and clothing.
Common Conversation by arrogant MTPB:
MTPB: Did you know that you have cause a traffic obstruction here. Please move your car to the other side of the road.
Driver: Did I really obstructed the road? As I don't see any reason.
MTPB: Give me your driver license or else this matter will reached vice mayor Isko Moreno.
Driver: What the hell!
MTPB: (writing in his/her traffic ticket...) Just get your driver's license in Manila City hall.
***Sometimes MTPBs don't even sign on the traffic ticket which is very illegal and abusive.
The Manila City Hall has been an instrument of empowering poor traffic management and major road construction is really taking long to repair which absolutely is the main cause of traffic congestion in Manila City.
In addition, the collection of MTPB from traffic violation fine recently reached 10M Pesos (easy money from the crying pockets of motorists).
A Traffic Officer asked us to stop at Tomas Mapua corner Recto (March 8, 115pm). He said we have five f@ckin violations even if we did not see any "No right Turn" sign. He has posyento raw of P500 in case he writes all of them which means we should give him more than that! Too bad I was not able to get a picture of video of the incident but I will find this man! I read complaints about MTBP just yesterday and I did not expect it will happen to me. Ang pangit na ng Manila, ang dami pang kurakot!
